To support the establishment and implementation of a sound and effective system for the prevention of accidents, incidents and injuries within the phases of project(s) and to hold specific responsibilities for the safe execution of the project(s) in line with the Codes, National and International standards / regulations, ASTAD procedures / guidelines, Client requirements / mandates while adhering to Health and Safety objectives.
HSE Operation Support:
Assist the Senior Safety Engineer in the implementation of total project safety management systems by adopting the safety and health standards to assist personnel in the recognition, evaluation and control of potential hazardous activities. This position involves working on a wide range of differing situations and environments, across all ASTAD operational areas within State of Qatar.
Support the development of project specific HSE management plans, risk management plans, safety awareness training programs, and technical reports. Provide recommendations and input for revising safety procedures, work processes, and other quality improvement measures. Prepare reports for safety related matters
Assist in reviewing work method statements, Job Hazard Analysis, Safety Certification and other related documents submitted by Project Consultants and Contractors.
Provide technical support to safety studies, health assessment studies, and project risk assessments
Supervise and coordinate with contractors to achieve the Project Overall Safety goal. Recommend appropriate solutions and propose changes as necessary.
Attend meetings with contractors, sub-contractors and vendors to review HSE progress on frequent basis as required. Analyze and address critical areas and provide prompt solutions.
Monitor all related activities within project(s) site(s) and conduct regular inspection to ensure that the work is being carried out in line with approved JSA, Risk Assessment, Method Statement and approved Permit to Work System as well as the latest instructions.
Perform field inspection. Identify and implement risk reduction measures in all areas and phases of construction.
Promptly initiate any NCR (Non Compliance Report), specify corrective and preventive actions and follow up to ensure compliance.
Recommend stopping work in dangerous situations or conditions having imminent adverse OS&H impact. Stipulate acceptable work practices that are to be implemented before the work can be resumed.
Carry out accident / incident reporting with complete coverage through sketches, photos, videos and comprehensive narrative. Undertake and coordinate accident / incident investigation.
Conduct safety audits on the project involving all parties to ensure compliance with safety plans and policies and advise corrective actions and follow-up on the suggested actions to ensure proper implementation.
Participate, as directed by ASTAD Senior Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects, facilities.
Manage and implement improvements in adverse working habits, employee performance, maintain improved performance, follow up actions to solve employee or work related problems.
Assist as required to manage cross-training of personnel in professional or discipline-specific skills, techniques, and procedures. Assist in HSE training of ASTAD and contractor's personnel involved in the project(s). Participate in the development of Qatari Trainees.
Assist to manage operational direction and functional supervision of the medical, first aid treatment facilities on multiple projects. Coordinate provision of Personal Protective Equipment (PPE) to ensure every personnel on site is appropriately equipped for full compliance to personal safety requirements. Ensure that the first aid kits are complete. Manage inspection and testing of fire fighting and fire safety equipment.
Maintain contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards. Maintain contact with other safety personnel to keep them informed of changing requirements and to provide technical assistance.
Knowledge of safety procedures, engineering systems, principles, and methodologies. Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards / practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution. Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes & procedures.
Experience in managing and / or providing technical oversight of safety and / or health contractors or consultants. Experience in safety inspections / assessments during construction. Prior practical work experience in office settings (e.g., managing safety and health programs, budgets and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.

General responsibilities
Continuous Improvement: Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international leading practice’, improvement of business processes, cost reduction and productivity improvement.
Policies, Systems, Process & Procedures: Follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Statements & Reports: Assist in the preparation of timely and accurate departmental statements and reports to meet ASTAD and department requirements, policies and standards
Quality, Health, Safety & Environment: Ensure all relevant quality, health, safety and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products/services and environmental compliance can be guaranteed.
Related Assignments: Perform other related duties or assignments as directed.
Qatarisation: Participate at the required level in the ongoing development and training of the Department’s Qatari Employees.
Qualifications and Knowledge:
§ Bachelor in Engineering or Equivalent.
§ NEBOSH Qualification
§ Qualified and experienced Auditor preferred.
Experience:
Minimum6-8 year experience in operational safety requirements, through knowledge in safety regulations/ procedures, etc. In the Construction industry.
